Google have now introduced Merchant Promotions to appear in mobile devices.
The Merchant Promotions links will appear under the shopping Ad much like the desktop versions. When you click on the promotion a window will appear as below with full details of the offer.

Merchant Promotions are an excellent way of displaying your promotions in Google Shopping.
Offers are set up through the Merchant Centre and your feed. The promotions have to be of monetary off product value and/or use a coupon code. For example:
Spend £100 Get 10% off
Buy One Get One Free
Free Delivery with Coupon FD2015 would be acceptable but Free Delivery Over £100 would not because this is seen to be a general site promotion and isn’t offering anything unique.
